THE WHITE HOUSE. May 1, 2019. A message to all patriotic citizens of Venezuela
“Juan Guaido indeed is the duly elected constitutional leader” of Venezuela, Secretary of State Mike Pompeo said today. “Our task is to continue to support all those who are supporting Juan Guaido.”
Over the past 36 hours—and, indeed, for months before—President Donald J. Trump, Secretary Pompeo, and National Security Advisor John Bolton have reiterated America’s support for Interim President Guaido and the Venezuelan people in their struggle to replace socialist dictatorship with democracy. That support for a peaceful transition of power will continue.
Socialism in Venezuela has collapsed its economy. “Just as one example, when Chavez took power 20 years ago, Venezuela was pumping around 3.3 million barrels of oil a day,” Ambassador Bolton said this morning. “A few months ago they were down to 1.1 million.” While poverty levels multiply, the Maduro regime has denied Venezuelans badly needed food and medical aid, causing millions to flee the country.
Yesterday, the regime showed its true colors again as it met peaceful protestors with tear gas, gunfire, water cannons, and armored cars deployed as lethal weapons.
The Washington Post editorial board called out those—including some in the American media—who referred to President Guaido’s movement as a “coup attempt.” That language echoes the Maduro dictatorship’s propaganda. In reality, President Guaido was duly elevated by Venezuela’s National Assembly and has pledged to restore free and fair elections once Maduro is removed.
That isn't a coup. It's the triumph of real democracy over a violent dictatorship with no legitimate claim to power.
Outside forces must stop working to oppress the citizens of Venezuela by propping up Maduro and his thugs. If Cuba and Russia do not leave Venezuela, Secretary Pompeo says, they will face economic sanctions and other consequences.

QUESTION: Mr. Secretary, thank you for joining us. Let me begin by asking: Did the U.S. either tacitly or actively encourage this uprising?
SECRETARY POMPEO: Lester, we’ve supported the Venezuelan people for an awfully long time now. We have done all that we can to implore the Maduro regime to depart. We’ve recognized Juan Guaido as the interim president of Venezuela, and we are continuing to work to support the Venezuelan people to restore democracy there, Lester. You’ve seen the terrible human rights situation, the disastrous condition of the nation with starving people, kids that can’t get medicine. We’re doing everything we can to support Juan Guaido and the National Assembly there in Venezuela.
QUESTION: But is this how you want it to play out, with violence on the streets, a public uprising?
SECRETARY POMPEO: We’ve said all along we want this to be a peaceful transition. We regret that the Maduro regime has resorted to violence. And you should know and the American people should know we’re going to hold all of those in the Maduro regime, all the thugs, all those around him, whether they be Venezuelans or Cubans or Russians, those that engaged in violence will have a special place as America evaluates how this unfolded.
QUESTION: Mr. Guaido seemed to imply today when he made this call for an uprising that he had the support of the military. That is in question at this hour. What is your understanding of the situation on the ground, and could this fail?
SECRETARY POMPEO: So Lester, it’s very fluid, to be sure. It is the case that we’re aware that senior leaders that are at least for the moment still with Maduro though it’s difficult to tell – folks like the defense minister, Mr. Moreno, the head of the supreme court, the head of the presidential guard – each of those had indicated they were prepared to abandon Maduro. They made that very clear to other members of the opposition. And today they haven’t indicated that as clearly. We’re hopeful that as the day wears on they’ll honor the commitment that they had made to the opposition, that they understood that Maduro days were numbered and that was not the best direction for them to go.
QUESTION: I know you and the President have been asked this a lot, but given the situation on the ground right now, would the U.S. intervene militarily here?
SECRETARY POMPEO: Yes, we’ve said very clearly all along that we’re going to do all that we can for the Venezuelan people and restore democracy, that we want this to be a nonviolent transition. And you should know there’s already been an intervention. There’s already been a military intervention by the Cubans and by the Russians, right. This is the duly elected by the Venezuelan people – the National Assembly and Juan Guaido are the duly elected government. And so when the Russians came in at the behest of Maduro, they were not there with the consent of the government, and the Cubans are the ones protecting Maduro today. That’s wrong. It’s not consistent with Venezuelan democracy, and the United States is determined to keep every option on the table to restore that democracy.
QUESTION: But looking at the situation as it is now, if this uprising fails, if it stalls, would U.S. troops come in and tip the scales?
SECRETARY POMPEO: Look, Lester, I’ve answered the question about the military option still remaining viable. We’re working diligently. I’m the Secretary of State. Our task is to make this a political and diplomatic resolution. We’ve been working on this for months. We’ve made enormous progress, and we’re hoping that progress continues.
QUESTION: Have you or anyone in the administration you’re aware of spoken to Mr. Guaido in the last 24, 48 hours?
SECRETARY POMPEO: We’re talking to lots of folks on the ground, Lester. I don’t want to get into who all we’ve had a chance to speak with today, but we’ve continually spoken with Juan Guaido all throughout this. You see too, you see that Juan Guaido is in the streets, and we’ve not seen Mr. Maduro since this morning. We did see his airplane. It was parked at the airport. We understand that he was actually getting ready, contemplating leaving the country, and the Russians told him to stay, not to depart for Havana.
QUESTION: That’s based on American intelligence?
SECRETARY POMPEO: We have good information that confirms that fact.

QUESTION: Welcome back. This is the Ben Shapiro Show. We’re obviously watching with bated breath everything that is happening in Venezuela, where a standoff seems to have ensued between Juan Guaido, the legitimate leader of Venezuela, and the socialist dictator of Venezuela, the evil dictator, Nicolas Maduro.
Joining us on the line to discuss all of this is Secretary of State Mike Pompeo. Secretary Pompeo, thanks so much for joining the Ben Shapiro Show.
SECRETARY POMPEO: Ben, it’s great to be with you today.
QUESTION: So, Secretary, why don’t we start with the current situation as you know it in Venezuela. What is the latest on the ground? What’s happening over there?
SECRETARY POMPEO: Well, you have to back up just for first principles. You have a country devastated from years and years of socialist thuggery, an economy that can’t support feeding children, medicine for kids. And this has now culminated in the Venezuelan people using their constitutional authority to get to a place where we now have a new leader, Juan Guaido, and he is doing battle against Maduro. And what we saw this week was a demonstration of the absence of the ability of Maduro to control his own government. You saw them bring forces into the streets. Everyone has seen those videos. And we’ve also seen senior leaders inside what is the Maduro-led rump former government all begin to waver, and all begin to talk about how it is they’ll get out of the country, who’s going to get the golden tickets, how are they going to get out.
We saw that Maduro himself was preparing to depart the country. Over time, Maduro has no capacity to govern. He may get to rule for a little while, but at the end of the day democracy will be restored in Venezuela and the Venezuelan people will have an opportunity to rid themselves of the Cubans, to rid themselves of the Russians, and restore democracy to this nation that has the capacity to be incredibly wealthy and incredibly democratic.
QUESTION: Well, Secretary Pompeo, as you mentioned at the very end there, the Russians and the Cubans have been heavily involved in Venezuela. I’m frankly bewildered by the media’s suggestion – and many members of the Democratic Party – that the United States should stay out in, what, deference to Russia and Cuba? Can you explain to folks how deep the intervention of the Russians and Cubans is in Venezuela right now?
SECRETARY POMPEO: Ben, I kind of laugh sometimes. You’ll hear people saying we need to make sure there’s not an invasion in Venezuela, and yet there’s been one. I mean, it took place. The Cubans invaded some time ago; the Russians have now followed suit. The numbers of Cubans in the security apparatus alone are in the thousands. The Russians have people working over there in the hundreds, if not more. These are the folks who are actually controlling the direction of travel for Venezuela. We’ve seen that failure even today. It’s largely Cuban security forces that are protecting Maduro in his hiding place. He talked yesterday about having nerves of steel. That’s easier to do when you’re surrounded by Cuban military people and you’re hiding in a bunker.
They are deep. They’ve controlled the economy; they have looted the nation. They’ve demanded that Venezuela provide to Cuba essentially discount oil for years and years, harming the Venezuelan people. The Cubans have been there and are deeply embedded, have been for years, and the Russians have been there as well, largely protecting their economic interests.
QUESTION: Secretary Pompeo, one of the criticisms that has been – or levied against the American government has been made by people, including Representative Ilhan Omar of Minnesota, who have suggested – many people on the left seem to be suggesting that American sanctions – that America bears responsibility for the situation in Venezuela. I was hoping maybe you could debunk this silly myth that it was American sanctions that led to the collapse of civil society in Venezuela.
SECRETARY POMPEO: Ben, there’s always elements of – in the United States that are the blame-America-first crowd. This is factually unfounded in the most troubling way. It’s deeply disturbing that someone would say something like that. The challenges that face the Venezuelan people today are years and years in the making, long before American sanctions were put in place months and months ago, whether that was putting military individuals in charge of their oil wealth – the largest known substantiated oil reserves in the world belong to Venezuela. Not the Kingdom of Saudi Arabia, not the United States, not Russia, but Venezuela, and they put a general in charge, and of course it falls into disrepair. The corruption, the kleptocracy, is legion, and that all long predates Americans’ effort – America’s effort to build out a 54-nation coalition to restore democracy. To suggest that the troubles – when there are 200 metric tons of food sitting on the Venezuelan border that came from the taxpayers of the United States of America through our good graces – to suggest somehow that America is remotely connected to the harm befalling the Venezuelan people is sick and dangerous.
QUESTION: We’re speaking with Secretary of State Mike Pompeo.
Secretary Pompeo, now there’s been a lot of controversy surrounding comments by you, members of the administration, suggesting that all options, including possible military intervention, are on the table with regard to Venezuela. Where do we stand on that, and what is the position of the administration with regard to the possibility of military intervention in Venezuela?
SECRETARY POMPEO: The President has been unambiguous. He talked last night about – or the night before last about how we’re going to approach the Cubans, the challenges, the costs that we’re going to impose on Cuban leadership such that they depart Venezuela, but has also made very, very clear that military action is something that we are prepared to use that is an option.
I’m the Secretary of State. We are doing – using all of our diplomatic and political tools to try and resolve this crisis in a way that is peaceful to restore democracy in a way that creates the least violent situation with the least persons injured and harmed. But I think the Venezuelan people are demanding. I think it is morally correct to make sure that in the event that we can find no other way, that American use of military power is something we will simply not rule out.
QUESTION: So I was hoping that maybe you could express the American interest in Venezuela. So I’ve heard people on the isolationist right as well as the isolationist and progressive left suggesting that America doesn’t really tremendous interests in Venezuela. Why should the American people care about what’s happening in Venezuela other than the simple humanitarian concern for suffering people?
SECRETARY POMPEO: First, I think that’s significant in its own right, but there are certainly additional reasons that America cares deeply about restoring democracy to Venezuela. We need other democratic nations that are prepared to engage and freely trade. The risk from migrants we see today in Colombia, numbering in the 1.5 million, the risk of migrants moving, leaving those places, having to leave their homes, is real.
America also has a deep interest in ensuring that countries that are adverse to the United States, who are desirous of putting America at risk – countries like Cuba, countries like Russia – don’t continue to have the foothold that they have literally hundreds of miles from our shores. I don’t want to get in too much detail, but their capacity to know what’s going on here in the United States, to use that platform to hold Americans at risk, is something that’s simply not acceptable and would be deeply adverse to the United States’ interests.
QUESTION: We’re speaking with Secretary of State Mike Pompeo.
Secretary Pompeo, I want to switch topics for just a moment and talk about the situation in Yemen. Obviously, there’s a lot of controversy surrounding America’s involvement in Yemen. Again, the big question that is raised is: Why should Americans care about what happens in Yemen? Why should we be expending any efforts on behalf of the Saudi government, for example, in Yemen in the middle of what seems to be an internecine warfare – internecine war between Sunni and Shia? So what is the situation in Yemen? And the President has made pretty obvious his interest in being involved. Why should America be involved in Yemen?
SECRETARY POMPEO: So were this a simple civil war in Yemen, it would be difficult to justify America having any involvement, but sadly, that’s not the case. This is terrain in which al-Qaida in the Arabian Peninsula exists. They have some of their most sophisticated capability at performing operations that are external. That is, external planning groups are sitting in parts of Yemen today. We have an obligation to protect America, to take down that al-Qaida terrorist threat that is on inside of Yemen.
Moreover, we have the Iranians using Yemen as a platform, a platform to hold ships transiting through the strait and around and through the waters that surround Yemen, both to the south of Yemen and to the west of Yemen, holding American ships, ships sailing through those seas, at risk. We also have Iranian platforms, unarmed – unmanned, armed aerial vehicles as well as missile systems launching missiles into Riyadh and into the Emirates, where Americans travel frequently. There are real security risks. The Saudis have a unambiguous right to defend themselves from attacks out of Yemen, and it is not the Houthis but rather the Iranians that are responsible for that.
QUESTION: My final question for you, Secretary Pompeo, because I know you have to run. Obviously, you’re a busy man. I wanted to as you about the reports of a dramatic rise in anti-Semitism across the world. Today, of course, marks Yom HaShoah, Holocaust Remembrance Day. I was wondering if you had any words on the threat to Jews both in the United States as well as internationally in the midst of what seems to be a radical rise in anti-Semitism from a lot of different sides of various aisles.
SECRETARY POMPEO: Ben, you have that right. Anti-Semitism can come from a number of directions, and sadly, it is indeed on the rise. It’s on the rise in Europe. You see the Corbynites, the Corbyn folks in the United Kingdom. You see the risk in France, and sadly, here in the United States as well. We all know the history, and we each have an individual obligation to do all that we can to push back, certainly against the violence, and keeping people secure and safe, but also against the rhetoric, against the language, the anti-Semitic language that can be used, which causes others to engage in that violence. It’s deeply troubling to see this rise. I’ve spoken about this with great frequency. The President has as well. We’re determined to push back against it not only here in the United States of America but around the world as well.
QUESTION: Well, Secretary Pompeo, thank you so much for your time. I really appreciate, obviously, all your hard work. The world’s a dangerous place, and we need people like you making sure that the policy is done right. Thanks so much for your time, Secretary Pompeo.

CARACAS (Reuters) - O presidente da Venezuela, Nicolás Maduro, disse nesta quinta-feira que as Forças Armadas do país devem se mostrar unidas e coesas, após o líder de oposição Juan Guaidó convocar os militares a apoiarem uma transição em busca de uma mudança de governo.
Em um ato transmitido pela TV estatal na manhã desta quinta-feira em uma unidade militar de Caracas, Maduro apareceu rodeado de membros do alto comando que também discursaram, alguns dos quais fazendo insultos a Guaidó e advertências para militares que sejam “desleais” ao presidente.
“As Forças Armadas têm de se mostrar unidas, coesas e subordinadas ao mandato constitucional perante o povo... têm de se mostrar Forças Armadas socialistas”, disse o presidente.
Maduro foi à sede militar junto ao ministro da Defesa, Vladimir Padrino López, e ao alto comando militar, e se dirigiu a oficiais aos quais disse que “chegou a hora de combater e dar o exemplo”.
Na tentativa de atrair as Forças Armadas, Guaidó apareceu na manhã de terça-feira em frente a uma base aérea de Caracas com dezenas de homens uniformizados, o que precedeu uma onda de protestos violentos.
Em um discurso firme, Remigio Ceballos, chefe do Comando Estratégico Operacional das Forças Armadas, disse aos oficiais: “Vamos contra todos aqueles desleais”.
“Não aceitamos que nos dirijam de fora, estrangeiros. Podemos aceitar cooperação internacional que seja decidida na política internacional pelo comandante-em-chefe”, acrescentou Ceballos, segundo militar em importância dentro do alto comando.
“Não nos deixemos ser mandados por ninguém e muito menos por um idiota que se faz passar por presidente, não tenhamos medo de recusar isso”, enfatizou.
Guaidó, que é presidente do Congresso e que evocou a Constituição para se autoproclamar presidente interino —sendo reconhecido por dezenas de governos estrangeiros que questionam a reeleição de Maduro—, ofereceu benefícios a funcionários públicos e militares que apoiem uma transição.
Maduro, entretanto, ainda tem o controle das Forças Armadas.
O ministro da Defesa expressou sua recusa às propostas do líder opositor.
“Não venham comprar uma oferta enganosa... como se vocês não tivessem dignidade. Aqueles que tenham caído em vender sua alma deixam de ser soldados, não podem estar entre nós”, acrescentou Padrino.
Há fortes dúvidas de que a oferta de anistia feita por Guaidó e as promessas dos Estados Unidos de retirar sanções diante de uma eventual troca de governo serão suficientes para fazer com que um expressivo número de militares dê as costas a Maduro.

MOSCOU (Reuters) - O ministro russo das Relações Exteriores, Sergei Lavrov, disse serem falsas as afirmações de autoridades norte-americanas de que Moscou pediu ao presidente da Venezuela, Nicolás Maduro, para não deixar o país durante o atual momento de instabilidade, informou a agência de notícias RIA.
Segundo a RIA, Lavrov também afirmou que a Rússia e os Estados Unidos têm posições irreconciliáveis sobre a Venezuela, mas concordaram em continuar as negociações sobre o país sul-americano.

DoC. USITC. May 1, 2019. U.S. Department of Commerce Initiates Antidumping Duty and Countervailing Duty Investigations of Imports of Ceramic Tile from China
WASHINGTON – The U.S. Department of Commerce announced the initiation of new antidumping duty (AD) and countervailing duty (CVD) investigations to determine whether ceramic tile from China is being dumped in the United States and to determine if producers in China are receiving unfair subsidies.
These antidumping and countervailing duty investigations were initiated based on petitions filed by the Coalition for Fair Trade in Ceramic Tile on April 10, 2019. The members of the Coalition for Fair Trade in Ceramic Tile are American Wonder Porcelain (Lebanon, TN), Crossville, Inc. (Crossville, TN), Dal-Tile Corporation (Dallas, TX), Del Conca USA, Inc. (Loudon, TN), Florida Tile, Inc. (Lexington, KY), Florim USA (Clarksville, TN), Landmark Ceramics (Mount Pleasant, TN), and StonePeak Ceramics (Chicago, IL).
The alleged dumping margins for China range from 127.33 to 356.02 percent.
There are 45 subsidy programs alleged in the China countervailing duty investigation, including lending programs, tax programs, and grant programs, in addition to provision of inputs, services, and land for less than adequate remuneration programs.
If Commerce makes affirmative findings in these investigations, and if the U.S. International Trade Commission (ITC) determines that dumped and/or unfairly subsidized U.S. imports of ceramic tile from China are causing injury to the U.S. industry, Commerce will impose duties on those imports in the amount of dumping and/or unfair subsidization found to exist.
In 2018, imports of ceramic tile from China were valued at an estimated $483.1 million.
Next Steps:
During Commerce’s investigations into whether ceramic tile from China is being dumped and/or unfairly subsidized, the ITC will conduct its own investigations into whether the U.S. industry and its workforce are being harmed by such imports. The ITC will make its preliminary determinations on or before May 28, 2019. If the ITC preliminarily determines that there is injury or threat of injury, then Commerce’s investigations will continue, with the preliminary CVD determination scheduled for July 5, 2019, and the preliminary AD determination scheduled for September 17, 2019, unless these deadlines are extended.
If Commerce preliminarily determines that dumping and/or unfair subsidization is occurring, then it will instruct U.S. Customs and Border Protection to start collecting cash deposits from all U.S. companies importing ceramic tile from China.
Final determinations by Commerce in these cases are scheduled for September 18, 2019, for the CVD investigation, and December 2, 2019, for the AD investigation, but those dates may be extended. If Commerce finds that products are not being dumped and/or unfairly subsidized, or the ITC finds in its final determinations there is no harm to the U.S. industry, then the investigations will be terminated and no duties will be applied.
The strict enforcement of U.S. trade law is a primary focus of the Trump Administration. Since the beginning of the current Administration, Commerce has initiated 160 new antidumping and countervailing duty investigations – this is a 220 percent increase from the comparable period in the previous administration.
Antidumping and countervailing duty laws provide American businesses and workers with an internationally accepted mechanism to seek relief from the harmful effects of the unfair pricing of imports into the United States. Commerce currently maintains 477 antidumping and countervailing duty orders which provide relief to American companies and industries impacted by unfair trade.
The U.S. Department of Commerce’s Enforcement and Compliance unit within the International Trade Administration is responsible for vigorously enforcing U.S. trade law and does so through an impartial, transparent process that abides by international law and is based on factual evidence provided on the record.
Foreign companies that price their products in the U.S. market below the cost of production or below prices in their home markets are subject to antidumping duties. Companies that receive unfair subsidies from their governments, such as grants, loans, equity infusions, tax breaks, or production inputs, are subject to countervailing duties aimed at directly countering those subsidies.

O IPC-S de 30 de abril de 2019 variou 0,63%, ficando 0,06 ponto percentual (p.p) abaixo da taxa registrada na última divulgação. Com este resultado, o indicador acumula alta de 2,21% no ano e 5,19% nos últimos 12 meses.
Nesta apuração, cinco das oito classes de despesa componentes do índice registraram decréscimo em suas taxas de variação. A maior contribuição partiu do grupo Alimentação (0,89% para 0,63%). Nesta classe de despesa, cabe mencionar o comportamento do item frutas, cuja taxa passou de 2,40% para -0,54%.
Também registraram decréscimo em suas taxas de variação os grupos: Vestuário (1,20% para 0,89%), Transportes (1,04% para 0,99%), Habitação (0,39% para 0,37%) e Comunicação (0,11% para 0,07%). Nestas classes de despesa, vale destacar o comportamento dos itens: roupas (1,35% para 0,87%), tarifa de ônibus urbano (1,96% para 1,72%), tarifa de eletricidade residencial (1,18% para 0,49%) e pacotes de telefonia ?xa e internet (0,43% para 0,12%).
Em contrapartida, os grupos Saúde e Cuidados Pessoais (0,72% para 0,84%), Educação, Leitura e Recreação (0,35% para 0,50%) e Despesas Diversas (0,48% para 0,61%) apresentaram avanço em suas taxas de variação. Nestas classes de despesa, vale citar os itens: medicamentos em geral (1,36% para 1,74%), show musical (2,65% para 4,65%) e bilhete lotérico (23,66% para 31,63%).

USP. FIPE. REUTERS. 2 DE MAIO DE 2019. IPC-Fipe descelera alta a 0,29% em abril com alívio em alimentos
SÃO PAULO (Reuters) - O Índice de Preços ao Consumidor (IPC) de São Paulo desacelerou a alta em abril a 0,29 por cento, de 0,51 por cento em março, com alívio nos preços dos alimentos, de acordo com os dados divulgados nesta quinta-feira pela Fundação Instituto de Pesquisas Econômicas (Fipe).
Os preços de Alimentação passaram a subir em abril 0,23 por cento, depois de terem avançado 1,75 por cento no mês anterior.
O grupo que exerceu a maior pressão sobre o índice do mês foi Transportes, embora tenha desacelerado a alta a 0,58 por cento de 0,69 por cento em março.
O IPC-Fipe mede as variações quadrissemanais dos preços às famílias paulistanas com renda mensal entre 1 e 10 salários mínimos.

O Índice de Confiança Empresarial (ICE) da Fundação Getulio Vargas (FGV IBRE) subiu 0,2 ponto em abril, para 94,3 pontos, após ter perdido 3,5 pontos nos dois meses anteriores. Na métrica de média móveis trimestrais, o índice recuou pela segunda vez, em 1,1 ponto.
“A confiança empresarial estabilizou-se em abril, com leve avanço do ISA e queda do IE. O resultado retrata uma economia que continua crescendo lentamente, levando as empresas a se tornarem gradualmente menos otimistas. A piora das expectativas em abril foi também influenciada pelo aumento da incerteza econômica no mês, como registrou o IIE-BR da FGV IBRE.”, afirma Aloisio Campelo Jr., Superintendente de Estatísticas Públicas da FGV IBRE.
O Índice de Confiança Empresarial (ICE) consolida os índices de confiança dos quatro setores cobertos pelas Sondagens Empresariais produzidas pela FGV IBRE: Indústria, Serviços, Comércio e Construção.
O Índice de Situação Atual subiu 0,4 ponto em março, para 90,6 pontos, voltando ao nível de janeiro de 2019. Já o Índice de Expectativas (IE-E) cedeu pela terceira vez consecutiva, em 0,5 pontos, para 99,3 pontos, o menor nível desde novembro do ano passado.
Dos subíndices que integram o ICE apenas Indústria avançou em abril, em 0,7 ponto. Com a terceira queda consecutiva, a confiança do setor de Serviços acumula perda de 6,1 pontos. Já os setores do Comércio e Construção ficam estáveis em abril. Na métrica de média móveis trimestrais, todos os setores recuaram.
Difusão da Confiança
Em abril, a confiança avançou em 47% dos 49 segmentos que integram o ICE, com melhora dos segmentos disseminada entre os setores. No mês passado, a disseminação da alta havia alcançado somente 22% dos segmentos.

CNI. PORTAL G1. 02/05/2019. Atividade e faturamento da indústria recuam em março, diz CNI. Indicadores industriais foram divulgados nesta quinta-feira pela Confederação Nacional da Indústria (CNI). Emprego ficou estável no setor no mês passado.

O faturamento da indústria caiu 6,3% em março, enquanto que as horas trabalhadas na produção, indicador do nível de atividade no setor, recuaram 1,5%, segundo números divulgados nesta quinta-feira (2) pela Confederação Nacional da Indústria (CNI). A comparação foi feita com o mês anterior, após ajuste sazonal (espécie de compensação para comparar períodos diferentes de um ano).
A CNI avaliou que os dados "mostram que o setor enfrenta dificuldades para se recuperar da crise". "Desde a greve dos caminhoneiros, o setor não consegue engrenar uma sequência de bons resultados", acrescentou a entidade.
A CNI informou ainda que a chamada utilização da capacidade instalada (nível de uso do parque fabril) recuou 0,9 ponto percentual em março frente a fevereiro, para 76,5%. O percentual é o menor desde maio de 2018, registrado durante a paralisação dos caminhoneiros.
O emprego industrial, por sua vez, ficou estável no mês passado, ou seja, não caiu e nem cresceu. "Com o resultado de março, é a sétima vez nos últimos 12 meses que o emprego não se altera na comparação mensal. O emprego encontra-se apenas 0,1% acima do registrado em março de 2018", acrescentou a entidade.

No acumulado do primeiro trimestre deste ano, contra igual período do ano passado, as horas trabalhadas na produção cresceram 0,2%, o faturamento da indústria recuou 5,1% e o indicador de emprego, no setor, ficou estável.
"Três problemas impedem a recuperação da indústria. Um é a falta de demanda. O outro é o excesso de estoques, que elevam os custos das empresas, e, finalmente há a questão financeira. As empresas continuam com a situação financeira debilitada, o que adia as decisões sobre a produção e o emprego", afirmou o economista da CNI Marcelo Azevedo.
Ele avaliou que os problemas foram identificados na Sondagem Industrial de março, divulgada pela CNI na semana passada. "Para uma recuperação mais forte da indústria é preciso reduzir os estoques e resolver a questão financeira das empresas. Isso requer o aumento da demanda", concluiu.

BACEN. 2 de maio de 2019. Crédito rural terá mais uma fonte de financiamento
A partir de julho, cooperativas de crédito poderão captar poupança rural.
O financiamento aos produtores rurais ganhou mais uma fonte de recursos. A partir de julho, as cooperativas singulares de crédito que têm autorização para operar crédito rural poderão captar depósitos de poupança rural.
A expectativa com a participação das cooperativas na captação da poupança rural é que parte dos R$1,125 bilhão captados junto ao sistema bancário para concessão de operações de crédito rural possa ser substituído pela própria captação das cooperativas. A medida está alinhada com o objetivo de aumentar a competição na oferta de crédito como um todo, elevando a participação desse segmento no mercado. No presente ano agrícola, as cooperativas de crédito responderam por R$ 21,8 bilhões em financiamentos rurais.
“Com a medida, queremos ampliar as fontes de recursos para o crédito rural e estimular a competição nesse segmento. Vamos aproveitar a capilaridade dessas entidades, que estão mais próximas dos produtores e, com isso, estimular o crescimento dessa modalidade de crédito”, explicou Cláudio Filgueiras (foto), chefe do Departamento de Regulação, Supervisão e Controle das Operações do Crédito Rural e do Proagro.
Os depósitos deverão ser direcionados às centrais e confederações dessas cooperativas, que terão a responsabilidade pelo controle dos cumprimentos dos direcionamentos.
As instituições financeiras autorizadas a captar recursos por meio da poupança rural são obrigadas a direcionar 60% dos valores captados para operações de crédito rural. No corrente ano agrícola, esse direcionamento significou um volume de R$ 38,2 bilhões – valor que corresponde a 29,7% dos recursos destinados ao financiamento aos produtores.
Para que o processo de inserção das cooperativas na poupança rural seja feito de forma segura e gradual, as cooperativas terão que cumprir, inicialmente, um direcionamento menor, de 20%. Esse percentual subirá até chegar aos 60%. Além disso, a entrada nesse mercado seguirá um calendário relacionado ao porte das cooperativas: em 1º de julho, as cooperativas vinculadas a confederações; em 1º de outubro, aquelas vinculadas a centrais; e, a partir de janeiro do ano que vem, as cooperativas plenas com patrimônio superior a R$ 300 milhões.
Pelas regras atuais, só podiam captar depósitos de poupança rural: a) o Banco da Amazônia S.A.; b) o Banco do Brasil S.A.; c) o Banco do Nordeste do Brasil S.A.; d) os bancos cooperativos; e) instituições integrantes do Sistema Brasileiro de Poupança e Empréstimo (SBPE), quando operarem em crédito rural. Com a novas regras, abre-se a possibilidade para que a maioria das 961 cooperativas existentes no país captem recursos de poupança rural.

BOMBARDIER. REUTERS. 2 DE MAIO DE 2019. Bombardier criará divisão única de aviação

MONTREAL (Reuters) - A canadense Bombardier (BBDb.TO) informou nesta quinta-feira que vai unir as unidades corporativas e regionais de fabricação de jatos em uma única divisão de aviação, enquanto continua focando em seus negócios mais fortes, ao mesmo tempo em que abandona as instalações de aeroestrutura em Belfast e Marrocos.
O anúncio acontece antes de uma reunião geral anual no final do dia, em que a fabricante de trens e aviões deverá enfrentar questionamentos de investidores sobre se o plano de recuperação ainda está em andamento, já que sua unidade de transporte enfrenta atrasos nos contratos ferroviários.
A Bombardier divulgou nesta quinta-feira a receita e lucro do primeiro trimestre, em linha com as expectativas revisadas emitidas há uma semana, quando cortou drasticamente as estimativas de lucro e receita para o ano todo.
A companhia reduziu a previsão de receita de transporte para o ano todo em quase 8 por cento, para cerca de 8,75 bilhões de dólares.
Além de criar uma única divisão de aviação liderada pelo presidente de aviões executivos, David Coleal, a empresa disse que vai consolidar seus cinco negócios de aero-estruturas para focar em instalações em Montreal, México e suas recém-adquiridas operações de jatos executivos do Global 7500 no Texas.
A Bombardier disse que continua esperando que o fluxo de caixa livre para o ano inteiro seja equilibrado, mais ou menos 250 milhões de dólares, já que as entregas da aeronave Global 7500 e os principais projetos de transporte devem acelerar na segunda metade do ano.
Os lucros do núcleo ajustado aumentaram de 1 milhão para 266 milhões de dólares nos três meses até 31 de março, enquanto a receita caiu 13 por cento, para 3,52 bilhões de dólares.
